How is abnormality measured?

Only known hourly and daily observations are eligible. The score is the maximum absolute z-score of observations in the last 7 days against the preceding 30 observations within a 120-day window. At least 10 baseline observations and nonzero variance are required. Other frequencies remain available by latest observation and name; an annual observation can be old without being overdue because this view has no provider release expectation. Dates are UTC.
